How hard is assembly?

The stand is the work — roughly 30 to 45 minutes with the included hardware, and much easier with a second person to steady it. The basket then hooks onto the chain. No cutting, no drilling.

Can the cushion stay outside?

The frame can live outside year round. The cushion should not — bring it in when it rains and store it indoors over winter. Cushions are what fail first on every outdoor chair ever made, and it's almost always moisture.

Will it tip if I lean back hard?

The stand is a wide C-base counterweighted for the load. Normal swinging and leaning is what it's designed for. Standing on the seat edge or pushing off hard against the frame is not, and that's how the rare tip-over happens.
